Why would Siberian Tigers need floor warming?

They don’t!

Since the facility is not heated and while the tigers are in their cages, they need to keep the floor temperature above freezing in order to wash the cages down each night & prevent the floors from becoming ice skating rinks for the tigers.

Each cage has a floor sensor and control by tekmar. It is set up to maintain 33 F.
